Phill was born Nov 22, 1951, Thanksgiving day, in Georgia to Joe and Louise Rowell. They were an Air Force family, living in Texas, North Carolina, South Carolina, and Japan. Phill graduated from high school in Japan in 1969. He attended Oregon State University for 2 quarters until he received an appointment to the United States Air Force Academy. Phill graduated June 5th 1974 and married Karen the next day. He was active duty for 11.5 years and retired Lt. Colonel from the reserves after 21 years of service. He then worked for SAIC as a systems engineer and retired in 2015 as a Vice President. 
Phillip lived a life of service. Service to his country, his family, and to Jesus Christ. Phill was a doting husband, loving father, and a cherished grandfather (Beepa/Papa). He passed down his love of reading books, especially sci-fi and fantasy, to his children and grandchildren. Phill was an active founding member of Thanksgiving Church, volunteering his time to help others learn more about Christ. Phill selflessly gave, with love and joy. He is dearly missed and forever cherished. 
Survived by wife, Karen; daughter, Tyson Rowell (Chris Pridemore) and Tiffany Rowell; grandchildren, Reese Pridemore, Colbie and Jace Collins; brothers-in-law, Rick Betts and Terry D. Johnson; sister-in-law, Bonnie Guthrie.  Preceded in death by parents, Joseph and Louise Rowell; sister, Mara Betts.
Memorials may be made to Thanksgiving Lutheran Church.
Phill's favorite colors were blue and brown, so in his honor please dress in these colors for his service.
